The WHC Annual Awards Program nomination period for 2025 is now open!

WHC ANNUAL AWARDS PROGRAM 2025 AD (PDF)

Each year, the Wisconsin Horse Council presents awards for the Horseperson of the Year, Show Judge of the Year and the WHC Director of the Year at the Midwest Horse Fair®. In some years, there is also a Legislator of the Year. 2008 was the first year that nominations were accepted for the Special Achievement Award and Lifetime Achievement Award, and new in 2016, Equine of the Year was added.

Recipients of the Horseperson, Special Achievement, Lifetime Achievement and Equine of the Year Awards are nominated by the public and voted on by the WHC Board of Directors. The WHC Director of the Year and Legislator of the Year are nominated and voted on by the Board of Directors. The Show Judge of the Year is an annual award given by the Wisconsin Horse Council and is based on a person’s contributions to Wisconsin’s equine industry as a show judge. The winner is chosen by past, active Show Judges of the Year and is presented at an Awards Ceremony held at the Midwest Horse Fair®.

Director of the Year Award

WHC Annual Awards Program Director of the Year Award for 2025 Nomination Form- (PDF)

The WHC's Director of the Year Award is an annual award based on the participation and contributions of a WHC Director to the Board of Directors as a whole in any area: youth activities, education, research, industry promotion, related legislation and regulation, trails, other equine events, or activities.

Requirements for WHC Director of the year:

Nominees must be a resident of Wisconsin

Nominees must be a current, active Director in good standing on the Wisconsin Horse Council Board of Directors

A completed nomination form sent to the WHC office is required

Only current Directors in good standing may submit nominations.
Self-nominations are not accepted.

Horseperson of the Year Award

The WHC's Horseperson of the Year Award is an annual award based on the person's leadership and contributions to Wisconsin's equine industry.

This individual is nominated by his/her peers.

The nomination information is reviewed by the Directors of the Wisconsin Horse Council to examine an individual's leadership role and contributions to the following: youth activities, education, research, industry promotion, related legislation and regulation, equine organizations, or equine community events and activities.

The award is given to the nominee receiving the most votes from the WHC Directors. A special plaque is presented by the current President of the WHC at the awards ceremony at the Midwest Horse Fair®, Dane Co. Coliseum in Madison, Wisconsin.

Special Achievement Award

The WHC's Special Achievement Award is an annual award based on a major accomplishment related to the equine industry.

The nomination information is reviewed by the Directors of the Wisconsin Horse Council. From the nominations submitted, the WHC Directors choose a recipient or recipients to receive this award. A special plaque is presented by the current President of the WHC at the awards ceremony at the Midwest Horse Fair®, Dane Co. Coliseum in Madison, Wisconsin.

Lifetime Achievement Award

The WHC's Lifetime Achievement Award is an annual award based on a lifetime of service to the equine industry.

The nomination information is reviewed by the Directors of the Wisconsin Horse Council. From the nominations submitted, the WHC Directors choose a recipient or recipients to receive this award. A special plaque is presented by the current President of the WHC at the awards ceremony at the Midwest Horse Fair®, Dane Co. Coliseum in Madison, Wisconsin.

Show Judge of the Year Award

The WHC, in cooperation with the Midwest Horse Fair, sponsors the Show Judge of the Year Award, which is an annual award based on contributions to the Wisconsin equine industry as a show judge.

Recognition will be given to all WHC Show Judge of the Year nominees. The winner, chosen by past, active Show Judges of the Year , will be given special honors and a plaque.

Equine of the Year Award

WHC Annual Awards Program Equine of the Year Award for 2025 Nomination Form - (PDF)

The Wisconsin Horse Council has created this award to recognize the horses, ponies, donkeys, mules or any equine who have enriched the life of one or more humans or been cast into the spotlight because of outstanding acts, creating a positive image for equines.


The Equine of the Year Award is awarded to the owner of the horse and is based on merit and voted on by the WHC Board of Directors to determine the state Equine of the Year.

An award is presented by the current President of the WHC at the awards ceremony at the Midwest Horse Fair®, Dane Co. Coliseum in Madison, Wisconsin.

Overview

The recommendations of many experienced judges were combined with certification systems used by breed associations and the USEF to produce the current system used by WHC for accrediting judges for Wisconsin open, all-breed, and 4-H shows. The criteria continues to be updated and modified through input from judges, show committees, trainers, owners and exhibitors.

Purpose of the Judges Seminar

- The seminar is designed as an education opportunity for horse show judges. The presentations have included stock seat equitation & pleasure, hunt seat equitation and pleasure, working hunter and jumping, saddleseat equitation and pleasure, showmanship, pleasure driving and conformation.

- The seminar was based upon the USEF rules in an attempt to provide a standard set of rules and to establish uniform judging criteria.

- The results of the seminar available in this judges' directory provide a listing for show committees to consider when selecting judges.

Certified Judges Directory

Listings in the Judges' Directory should not be interpreted as an indication of judging ability-but rather as a statement that these judges have taken the time and made an effort to better their judging skills.

A listing in the Directory does indicate that these judges have:

- Attended the Judges Seminar

- Passed a written exam

- Have documented experience judging horses

Criteria For Certification Are:

Method A

  1. Pass the seminar's written exam with a score of 75% or better twice within each three year period. (Applicant must be age 19 or older)

  1. Verify judging experience by:

a) Judging 6 shows within previous 3 years. (Obtain Evaluation Form From WHC Office or website)

OR

b) Junior judge 3 shows under 2 different judges within 2 years of taking exam. To be credited for Junior Judging, you must apprentice under a judge that has been judging for at least two (2) years and holds one of the following cards: WHC, Multi-State, or Any Breed Card. The Senior Judge must fill out one WHC Judges Evaluation on the Junior Judge. The Junior Judge MUST receive a Good or Excellent rating to proceed.

  1. Need to be a Level 1 member of the Wisconsin Horse Council.

Method B

  1. Judges already certified by the American Quarter Horse Association, USEF, Color Breeds Council, FEI, ADS or Multi-State (copies confirming judge certification must be sent to the office) can be certified in Wisconsin and listed in the directory by:

    a) Attending 2 Wisconsin Horse Judges Seminar every 3 years (starting in 2000) as Judge Candidate (not as an auditor).

    OR

    b) Judging 6 shows within 3 previous years.

  2. Need to be a Level 1 member of the Wisconsin Horse Council

Criteria To Maintain WHC Certified Judge's Card:

  1. Attend the WHC Judges' Seminar once within each three-year period as a Judges (not auditor), OR attend the American Quarter Horse Association, USEF, Color Breed Council, ADS, FEI, or Multi-state seminars once within each three year period. Copies confirming judge certification need to be sent to the office before attendance credit may be given.

  1. Pass the written exam with score of 75% or better one time within each three year period.

  1. Need to maintain an annual Individual Membership in the Wisconsin Horse Council.

  1. Each Judge is encouraged to have two (2) JUDGES EVALUATION FORMS in their judge's file per current calendar year. Forms must be sent to the WHC Office. Forms must be signed by show committee or other evaluator to be accepted.

  1. Need to be a Level 1 member of the Wisconsin Horse Council.

Additionally, a major portion of the Wisconsin judges program is evaluation of judges by show committees, spectators, exhibitors, trainers, grooms, and other judges. Judges are evaluated on their ability to determine placings for performance; conformation and equitation classes; impartiality; use of time; professionalism; attitude; and knowledge of rules and procedures.

The stringent requirements of the Wisconsin Certification System and the evaluation process have been recognized nationwide-as many states are developing similar programs based on the Wisconsin system.

The seminar is also recognized by the Wisconsin Department of Agriculture and the POAC as continuing educational program for their judges.

WHC Roundup Program

Welcome to the WHC's newest program! The WHC is working to support the equine related retailers in the State of Wisconsin, and we thought that this new program would be a good start! Please click on the link below to review the map and see what the program is all about.

You must be a WHC Level I Member in order to participate in this program.

This program contest begins May 1st, 2024. No stamps will be given before that date. Completed maps must be received by the WHC Office no later than February 28, 2025.

Winners will be announced March 8, 2025 via email and/or phone plus posted on WHC Facebook page and www.wisconsinhorsecouncil.org.

Participants may pick up a free map at the WHC booth at Midwest Horse Fair April 19, 20 and 21, 2024.

After that maps can be picked up at the WHC Office in Columbus and some of the retail locations, if some maps are still available. One map per participant. Limited number of maps available. Must go to all 16 locations for 1st Place Prize drawing. 10 locations for 2nd Place Prize. Those names will stay in for the rest of the prize drawings also. Maps with at least 7 dealer stamps will be entered into a random drawing to win all other Prizes, 3rd thru 20th.

Gift Certificates must be used by June 1, 2025 and sent to WHC Office by June 15, 2025, for retailer reimbursement. Gift Certificates are not redeemable for cash.

Beginning in 2025, this program will be run by the Wisconsin State Horse Council Equine Foundation (WSHCEF).

The Wisconsin Horse Council proudly offered the WHC Scholarship Program each year, and the recipients received their scholarships during a presentation ceremony at the Midwest Horse Fair.

WHC Sponsorship Requests & Results Summary 2001-Spring of 2024 (PDF)

Description

The Sponsorship Committee of Wisconsin Horse Council (WHC) looks for ways to promote the use and enjoyment of horses and ideas to educate horse people and the public at large - particularly youth. We welcome ideas for activities that allow people to interact with equines of all kinds. Maximum amount that could be approved for any one project or event is $5,000. For requests more than $5,000, the application has to go to our Board of Directors through the WHC President.

Requirements

1. Organizations applying for a WHC Sponsorship MUST BE A CURRENT MEMBER OF WHC.

2. Be sure to include an estimated budget for your project or event.

3. Include as much pertinent information with your application as possible.

4. It is also required that you submit a completion report due within a year of receiving your funds

Which includes:

- A financial statement of how sponsorship funding was spent (copies of receipts where applicable)

- A copy, picture or link that shows WHC recognition for help with funding.

- Pictures of completed projects (where applicable)See page 3 for an example of required information

5. If your sponsorship is approved, it is required the WHC be recognized as a contributor to your event or project. 

For example:

- Social media/web site recognition, hang a banner at your function, a sponsorship plaque, an article in the WHC newsletter, and if applicable have WHC mentioned during the announcements or in promotional materials.

A representative(s) from your organization may be asked to attend a WHC meeting to give a short presentation regarding the project or event that received funding.

If it is not possible to complete the project within the sponsorship year, you should prepare an interim report describing the components of the project completed to date and the expected completion date. A final report is required at the completion of the project.

Those with previous incomplete sponsorships (including completion reports) will not be eligible for more funding until the obligation is met.

How Funding Is Determined

Applications are analyzed and their merit assessed based upon the following criteria:

* Educational value

* Horse industry promotion value

* How many people it will reach

* Whether the project benefits youth

* Whether the money will be well spent

* The applicant’s access to other funding

* How well the project fits our mission statement

Examples of projects or events that have been funded:

Educational events

Therapeutic riding programs and horses

Building repairs to existing facilities

Travel expenses for clinicians and youth

Printed material such as brochures, flyers, and handouts

Clinics and seminars on various disciplines or other equine-related topics

Events that promote interaction with people and equines

Please be aware that we do not provide money for:

Normal operating expenses

Horse show judges

Awards

Food

Repairs to personal property

New building construction

Feed or hay

Completion Report EXAMPLE 

The ABC Riding Center would like to thank the Wisconsin Horse Council for the generous sponsorship of $1000 to purchase needed equipment for our program.  During the past year our organization has helped 50 new clients with special needs experience the joy of riding, and the health benefits of mobility.

Total Cost of equipment $1500.

We were able to purchase 2 specially equipped saddles for our students to ride safely and confidently, and additional needed equipment to allow riding.

Capital Improvement Grant

Promoting and Creating Horse Trails in Wisconsin

The primary purpose of the Wisconsin Horse Council (WHC) capital improvement grant is to provide funding to increase trail access and amenities for equestrians. ADA compliance is important to keep in mind as a trail or building enters design or construction phases. WHC developed this grant to fund property enhancements, including the building of permanent structures. The Capital Improvement Grant program is not an annual grant, but one that allows the WHC Trails Committee to recognize and support larger projects that will be of benefit to the equestrian community. The Capital Improvement Grant is a 50% matching grant. WHC encourages volunteerism and effectively turns volunteer time and effort into project funds, when a log of volunteers’ names and donated hours are maintained and submitted with the Grant Completion Report.

This means that the 50% of matching funds (approximately 175 hours) may be achieved in volunteer time. Volunteer hours are valued at $29.00/hour.

WHC Trails Committee accepts and reviews applications throughout the year. Grant application acceptance or denial is determined within three months of receipt. Approved grant projects requiring multiyear fundraising will receive a pledge of funding. Funds are mailed when work on the project begins.

To be eligible for the Capital Improvement Grant, projects must be projected to cost over $50,000. Grant funding is available up to $10,000.

WHC Trail Grant Program Application

These grants are meant for public equestrian trails or shared use trails which include equestrian riding/driving.

The grants are awarded in two distinct categories, new trail development and trail improvements, enhancements, or repairs.

The money cannot be used for routine trail maintenance, administrative or operating expenses, trails on private property, non-equestrian trails, food for work days, thank you gifts or awards, or liability insurance for volunteers.

Applications must be postmarked by February 1st.

Completion or Interim Reports must include the Volunteer Log Sheet and are due by December 1st. Contact the Program Coordinator for more information or with questions or contact the WHC office.

WHC Trail Grant Recipients Summary - Updated 3/11/24

In 1998 Wisconsin Horse Council Trails committee started a trail grant program that has since grown to more than anyone expected. Since that first year when a total of $3500 was given out for 6 grants in 4 parks including Underdown , Oconto County Forest, Ahnapee Trail and Yellowstone. The program has been beneficial to countless parks around the state.

Since then, the Wisconsin Horse Council –Trails Committee has awarded $416,300 for improvements on our trails. Each grant recipient must match the grant with at least 50% in kind amount. But wait it gets better! Many of the projects that have been undertaken far exceed the 50% match, making that total closer to a half a million dollar in improvements to the public equine trails in Wisconsin!

In working at Midwest Horse Fair, we promote joining the horse council, and the most frequently asked question is - What does Wisconsin Horse Council do for me? This $500,000 is only a small part of the contributions of WHC to the equine industry, but the results quietly affect many in a positive experience on the trails.

It was a tough year for grants during the COVID years, the Trails Committee had the difficult job of cutting $32,650 in requests down to awarding the $17,000 we had available. Watch for things to be changing in Gibbs Lake, Horseshoe Falls, Underdown, Narrow Gauge, Duck Egg, Southern Kettle Moraine, Halls Creek/Bush Lake. Please be sure to contact the friends group of your local park, and see if there is anything you can do to help out! With all of the potential budget cuts, we all are going to have to step up and make sure that our trails stay in good shape for our use!

RIDE WISCONSIN!

WHC Trail Riding/Driving Award Program

Ride Wisconsin is the WHC Trail Riding/Driving Award Program that is an annual self-supporting program that awards riders/drivers for the hours spent enjoying the trails.

Annual Program membership is $15.

A current WHC Individual membership ($20) or a current WHC Youth membership (free when a parent or guardian is a current WHC Individual member) is required to participate.

If you are not a current WHC member, please send the membership form along with your Riding/Driving program membership form.

Riding/Driving hours must be reported by January 31 of the following year using the approved Annual Log Form.
